From Tuesday, 21st August 2025, the Integrated Care Board (ICB) have implemented a daily activity cap in the Leeds CUES Service.
Due to ongoing financial constraints, the service will be limited to 21 clinical episodes (Telemedicine or Face to face) per day.
Access to the service will continue to be via the Primary Eyecare Services telephone line and a new line has been set up to manage the change in service 030 333 00 280.
Please use this phone number going forward.
Following triage, once 21 appointments have been allocated, the phone line will close and a message will direct patients to NHS 111 or ask them to call back the following day when the lines reopen at 9am.
This service is commissioned by Leeds ICB and is provided by local optical practices via the optometry federation and Primary Eyecare Services Ltd (PES) with the support of the Local Optical Committee.
CUES is for patients registered with Leeds ICB GP practices. The primary aim of CUES is to ensure people can access urgent eyecare within primary care, utilising the established trained workforce in optical practices.

Please note – CUES referrals are picked up periodically throughout the day. If however a patient needs immediate attention or it’s late in the day and you require same day attention please complete the CUES referral on the OPERA platform but also follow up with a phone call on;
Primary Care Access Line (PCAL) – (0113) 2065996
PCAL lines are open from 7am-12am Monday to Friday and 8am-7pm Saturday and Sunday. These lines are staffed by nurses who are experienced in general Accident & Emergency nursing so will not have specialist ophthalmic knowledge but may have some decision making protocols.
Please ensure a paper copy of the referral is provided for any referral made via PCAL whether it be through CUES, GOS or private test.
